My dear colleagues,

This web page will feature some of the important circulars of CVC, ciculars regarding amendments in procedures or system change suggessted by Vigilance for implementation in departments. This web page will also bring us closer to share our thoughts and for better interaction. Important vigilance activities and milestaones will also be brought out in this web page. I think this will be immensely usefrul for dissemination of knowledge, better coordination and action.

This year the Vigialnce Awareness Week will be organized between 31st October to 5th November, 2011. The theme for this year slected by CVC is participative vigilance. I hope you will all participate enthusiastically in the vigilance week celebrations, as well as, in the coompetitions.

Profile of the Chief Vigilance Officer

Service : Indian ordnance Factory Service
Qualification : B.E. (Mech), M.B.A., I.C.W.A (Inter), M.P.A (USA)
Specialization : Production Engineering, Materials Management,
Adminstration and Vigilance
Experience : 26 years in the above fields in Indian Ordnance 
Factories and also in Ministry of chemicals

Functions

Vigilance functions are wide spread and can be broadly divided into preventive vigilance, punitive vigilance and surveillance & detection. Of these, Preventive vigilance is important task which basically provides activities such as surprise inspections, checks, scrutiny of procurement and contract files, scrutiny of property returns of officers / employees. Coordination with Central Bureau of Investigation (CBI), Central Vigilance Commission (CVC), Chief Technical Examiner (CTE), Ministry of Shipping (Vigilance Wing) is important vigilance function of the Port. The furnishing of vigilance status of all officers/employees is some of other significant functions in the vigilance

Port bulletin

The Vigilance Department has made a maiden attempt in bringing out a news bulletin of Chennai Port Trust, “VOICE OF VIGILANCE”, providing insights about vigilance and major vigilance achievements are shared.

Complaint Handling Policy

A toll free number 1800 425 0120 has been provided for receiving vigilance related complaints.

A complaint handling policy has been formulated for the Port and the officers designated in each department for handling complaints has been hoisted in the Port website

Complaints / grievances from public, contractors, vendors, suppliers, etc about corruption, malpractices or misconduct by Chennai Port personnel may be given in writing, e-mails or other electronic means, oral, etc., containing factual details, related matter and verifiable facts to the respective departments of the Chennai Port Trust.

Anonymous / pseudonymous complaints and also vague allegations will not be entertained.

In order to bring more transparency in the complaints handling procedures, online registration of complaints on vigilance related issues was launched by the Hon’ble Union Minister of Shipping, Thiru G.K. Vasan on 11.12.2010 on the Port website www.Chennaiport.gov.in. The website has also provisions for auto acknowledgement as well as to obtain the status of the complaint.

Integrity Pact

To bring about transparency in the procurements / in award of contracts for healthy competitiveness, the Trust has adopted the Integrity Pact Agreement. The Integrity Pact Agreement basically envisages an agreement between the bidder and the Port not to exercise corrupt influence on any aspect of the contract.

The Trust has been pioneer in adopting the Integrity Pact and it was initially decided to cover all works relating to purchase / contracts / services to the threshold value of Rs.5 crores and above. The threshold value is proposed to be brought down to Rs.50 lakhs and above. Leveraging Technology

E-procurement for the first time was launched in the Port on 03.11.2012 in presence of Shri. N. Vittal, IAS (Retd), former Central Vigilance Commissioner.

The Bill status and tracking the payment of bills has been displayed in the port website.

Notice inviting tenders are posted in website and corrigendum is also published in the website against particular tender wherever there is amendment.

Online vendor registration has been introduced. The vendor can also submit his application online.

Vigilance Awareness Week 2012

The Vigilance Awareness Week is being observed at Chennai Port Trust from 29th  October, 2012 to 3rd November, 2012. 

On this occasion, the Chennai Port Trust is conducting various programmes viz. essay writing, elocution for school and college children. For the Port personnel quiz programmes, drawing competition, essay writing, elocution and other programmes is being conducted.
