5. STATEMENT OF SERVICES OFFERED

Procedure to avail services:

• Arrival of the vessel with required details to be informed by the Steamer Agent through web

• Berth allotment confirmed in the berth meeting.

• Requirement of labour cranes etc., to be made through the web by the Stevedores.

• Import application to be filed by the Importer/Custom House agent for taking delivery of the import cargo from the Port on completion of Customs formalities.

• Export application to be filed by Shipper/Custom House agent for landing the export cargo at the Port after completing the Customs formalities..

Charges for services provided:

• The relevent charges for the services provided are collected as per the Scale of Rates of Chennai Port Trust.

• Berthing / unberthing of vessels.

• Priority berthing is done as per the Government circular and on remittance of due charges.

• The berth hire charges are as per the SOR.

• The Port is committed –

  • To safe movement and timely berthing / unberthing of vessels.

  • Transparent allotment of berth as per ETA and first come first serve basis/ cargo requirements.

• If there is a breakdown / non-availability of tug strike / late reporting of staff –

  • DM I / DM II / HM shall be contacted

  • In case of equipment failure, Shipping (Control) / AE /AEx.E (Control) shall be contacted.

• The Users are expected

to declare their exports/imports through ETA and ITA in advance and complete all due formalities and wait for their turn.

The Port is committed –

• To provide Gangs for operations onboard.

• In case of any delay in supply / operations, A.O (CHD) shall be contacted.

• The Users shall
  request for Gangs in advance fulfilling formalities to enable timely deployment.

The Port is committed : 

• To position on shore Gangs for operations.

• TM shall be contacted for cargo handling delays in the berth alloted.

• In case of any delay in supply / operations, D.T.M. (OP) shall be contacted.

• The Users shall
  Indent for Gangs in advance fulfilling formalities to enable timely deployment.

The Port is committed: -

• To safe and quick tippling of wagons, stacking & loading of vessels at optimum efficiency.

• In case of any disruption, SE(OH) / DTM(R) shall be contacted.

• For Ore Plots SE(OH) / CME shall be contacted

• Users are expected

to give prior notice of arrival of rakes / vessels and wait for their turn.

The Port is committed: -

• To make equipment available when required.

• If there is equipment breakdown or non-availability, Shipping Control / Ex.M.(OP) / Ex.(EC) / SME(OP) / TM shall be contacted (based on the equipment sought).

• For any clarification regarding tariff, Shipping Control / TM shall be contacted.

• The users are expected
  to indent for equipment in advance and comply with procedures for timely supply.

The Port is committed: -

• To provide loco / engine driver / other operational staff for placement / removal of rakes.

• Provision of sidings for loading/unloading of cargo through rail.

• To complete all commercial formalities.

• Indents for empty shall be placed with DTM(R)

• In case of derailment / non-availability / breakdown of loco, Ex.M(W)/DTM(R)/SME(W) shall be contacted.

• The User is expected
  to indent for empty wagons in advance pay due charges and wait for his turn to claim/keep all documents of inward rake on time/in advance.

• To the safe handling of Oil

• In case of Delay / breakdown / leakage, Ex.M. (OD) / SE(OH) shall be contacted

• Terminal Manager, CCTL shall be contacted.

The Port is committed: -

• To prevent fire by taking adequate safety measures & creating awareness of causes of fire among employees

• To extinguish fire and control the spreading of fire to other ships/areas, if a fire occurs.

• Remove oil spillage for preventing fire.

• In case of fire the Signal Station Control Room / Fire Station /Deputy Conservator / Harbour Master / Dock Master II / Commandant, CISF / Dy.Commandant, CISF shall be contacted.

• The Users can
  Contribute enormously towards this service by informing the Port in advance regarding hazardous cargo expected to be handled so as to ensure adequate safety measures.

The Port is committed: -

• To allot the most conveniently located plots / yards to the applicants as per user requirements and plot availability.

• Applications for allotment of area within the Port may be made to TM/CME.

• Applications for allotment of area outside the Port may be made to CE.

• In case there is a delay, the Area Manager / TM / CE / CME may be contacted.

• The estate licensees shall ensure that all mandatory requirements are fulfilled as per the Port SoR.

The Port is committed:

• To issue passes for authorized vehicles and Port Users.

• ATM (Pass Section – located opposite to the Custom House near the Beach Railway Station) shall be contacted for this purpose.

• Any delay/deficiencies may be reported to TM.

• The Users shall ensure that they apply for passes as eligible by making payment of due fees as stipulated and wait for their turn.

• The Users shall ensure that their contractors & sub-contractors and other employees providing services inside the Port are imparted ISPS Code Awareness training. (The Users can approach Director(Training) for arranging ISPS Code Awareness Training).

• The Users shall report any suspicious activity, object, person without any delay to PFSO/ Sr. Commandant / Signal Station/CISF Control.

• The Users shall ensure that the pass carries the Photo of the Pass holder.

• These passes are issued by HOD ’s and CPRO to enable entry of important visitors

• Passes for visitors to the Administrative Offices Building are issued at the Reception Desk.

• CPRO makes necessary arrangements as per requisition.

• In case of any delay / problem, Secretary may be contacted.

• It is expected that the users
  give advance information of their visit, stay and purpose of visit.

Power/Water connection.

• For power connection exact location, etc., to be given in writing to S.E. (Elec)'s Office at II floor of Old A.O. Building, Chennai Port Trust.

• For water supply exact requirement to be given in writing in SME (W)'s office at Heavy Work Shop, Chennai Port Trust.

• After examining feasibility the Port will intimate the payments to be made.

• On remittance of the amount, the port will arrange to provide Power/Water supply.

The Port is committed: -

• To supply electricity and other basic facilities to the Fisheries Harbour and dredge the entrance channel periodically.

• In case of issues related to electricity Users may contact Executive Engineer (Power Supply).

• In case of any issues, the users may contact A.E. (Civil).

The Port is committed: -

• To ensure renovation of old usable buildings and construct new buildings as and when required to ensure effective Port functioning.

• To maintain the declared draft in all berths by regular maintenance dredging.

• To modernize existing facilities and create state of the Art, Civil Engineering infrastructure to enable efficient handling of the latest classes of vessels.

• To improve traffic movement inside the Port trough a well-planned road and rail network and also improve external connectivity to the City/National Highway Network and Railway Network.

• In case of any deficiencies, CE shall be contacted.

The Port is committed: -

• To minimize the waiting time at the Gates thereby ensuring maximum turn over of vehicles (either way).

• Any delay in exit/entry may be due to temporary congestions in which case the Control Room, CISF shall be contacted.

• It is expected that the Users comply with the Port security requirements, carry all requisite documents including valid anti-pollution certificate for the vehicle, etc., and wait for their turn in the queue.
